I’m forever trying to find a free image splitting software like people use on eBay to sell their stamps can anyone help me with this .

If you go under "Registration" it's $50 with 30 days of "upgrade protection" and $65 with 2 years of "upgrade protection" - whatever that is.
I am very satisfied with my free drakeserver software (just google drakeserver). I've used it for over 10 years. I can fill up an 8 row black stocksheet with stamps, scan it and "burst" it into separate images to play with. Not 100 per cent but none of these programs are.
Define "image splitting software"?? Do you mean photo editing software? If so I use IrfanView for all my photo work. You can crop, change image sizes and many other functions that are very useful.
It's free and can be downloaded from a number of sites.
Automatically cropping out individual stamps from a scan of an entire stocksheet and turning the individual crops into separate image files.
The problem I have encountered when I have tried a few is that they seem incapable of retaining any order of the cropped images, i.e. numbered sequentially in some order that matches the items on the original page, for example #1 to 5 for the first row, 6-9 for the second row etc. -- or by columns, I don't care.
Has anyone encountered a program that has overcome this issue?

Drakeserver automatically numbers the stamps by date and page order starting at the top left.
Example - 2018-09-20-0001, next stamp 2018-09-20-0002.
It holds so if later in the day you burst some more images and the last image from your first session was 2018-09-20-0048 the first stamp in your later session is 2018-09-20-0049.
That said, yes it makes mistakes at times and cojoins stamps at times - it is not perfect but it saves hours of time. And it is easy to put stamps back into sequence. Say it missed the second stamp and either put it in as the fifth stamp, or missed it completely. All you have to do is rename the misplaced image (or newly cropped image from your saved master) is to name it 2018-09-20-0001A and it will move next to the 0001 image.
It's free and worth a try ... Jason self signs his certificate under the new setup so you have to make the site an exception under Java. And I found that it will not install on the computer that I am having monitored by an outside firm so I installed it on my Mac.
A picture or two is probably worth a thousand words. I burst some images this morning for listing purposes and below are the original jpeg of the loaded stock sheet and then the raw burst image - still have to rotate and check for color, etc but in a couple of minutes (at most) from loaded sheet to cropped images isn't bad. Yes, the numbers appear below the stamps on the bottom row I just loused up in cropping.

Note: Drakeserver requires Java. This is a problem for anyone running the current version of Windows (Windows 10). Edge browser does not support Java and Google Chrome also now has issues with Java. Chrome stopped supporting cross platform plugin architecture NPAPI a few months ago so Oracle (Java) is now only recommending IE (Windows) and Safari (Mac OS x).
So while Drakeserver may be a solution for those running older operating systems and browsers, it appears that support for it may not be around much longer. Perhaps that Drakeserver tools will be ported to another platform but that would require an entire rewrite of all the entire codebase.

I understand the Java problem and his lack of certification doesn't make it any better, nor does Java's stated end of life cycle plans. He does plan on offering a zip file at some point. Since it is free the timing will obviously depend on when he has free time from the other things in his life.
When my hard drive on my PC went south (and loss of data retrieval by reasonable means) I had a new hard drive installed and loaded with Win7 as a few of my programs are not compatible with Win 10 I understand the lack of support coming up in 2020 but felt it best at this time and when the time comes I will use it offline for all the fun things computers can do.
In the meantime since I have a backup/security plan it is a moot point - no Java exceptions allowed for obvious reasons. I have the program installed on my Mac, not foolproof but knock on wood. Not sure about the safety of use on Linux.
I, being averse to adding technical complexity to my life, have become adept at finding work-arounds with basic resources.
I just use Microsoft Paint. Takes a bit of practice to know how to set the image size to get what you want, but cutting and pasting selections to create individual images or to combine images is simple enough. Probably a few more 'clicks' to get it done, compared to the other programs described here, but with practice, it's quick enough for me. But, I'm not selling thousands of stamps, either.
One thing I do miss from Photoshop (which I used to use at work) is the ability to adjust rotation by small increments to 'straighten' an image.
I'm cheap, too. Not going to spend more than a penny-a-click for convenience.
One thing about eBay is that it doesn't matter much what size your image is when you upload it, it gets standardized somehow in the posting process (unlike SOR). The bigger your upload the better, if high resolution is needed.
While Irfanview is originally intended as image manipulation software, and not "paint software", a Paint Dialog feature was added some time ago -- press F12 to make it appear and disappear.

To everyone above , I can’t thank you enough for all this information provided . It’s late now but I’ll try some of the software you all have mentioned . But your right java has been a bit tricky lately with a few things .
I’ll let you know how I get on ! Enjoy what’s left of the weekend
