I am not sure about revenue cancels.
Financial instruments ( such as cheques or receipts) were due a revenue charge of 2d which had to be affixed to each document ( if not pre-stamped or impressed ).
The provenance of a booklet pane of stamps for this purpose seems a little strange, and I suspect that this might be a manufactured item.
The "overprint" looks as though it is of the type used in conjunction with a cash register to validate a sales docket ( or a "John Bull" junior printing set ).
Do we have a context please?
