Kaiserin Elisabeth = Elisabeth of Bavaria (24 December 1837 – 10 September 1898) was Empress of Austria and Queen of Hungary.
Viribus Unitis is Latin. It's in either ablative plural or dative plural. Viribus = forces, powers, etc. Unitis = united. Assuming it's dative = for the united forces.

Elisabeth of Bavaria is an interesting character - I recommend "The Reluctant Empress," by Brigitte Hamann for a fascinating look into the Austro-Hungarian empire of the late 19th century, her influence on Franz Joseph, the cult of beauty related to her, and of course all the machinations of European royalty at the time.

One other detail about the Star crossed Empress. Elizabeth of Bavaria (her birthplace) was assassinated on a boat crossing or boarding a ferry on Lake Geneva.
