in Scott, and "N" before the number indicates an "occupation" stamp, and typically is listed after the main listings of the country being occupied. When there is a number before the N, it indicates there either multiple occupations, or multiple occupiers.
Of course, Scott being Scott, the rule has exceptions, including East Germany, which is listed as if it were occupied, but was no more so than, say, Czechoslovakia, which retained its own numbering system if not its own government.
