Aaaah the joy of finding a gallery full of stamp dealers.
And there are more than just one such galleries here.
I counted well over a dozen stores here, and I finally was able to aquire some of those elusive Argentina Official Department stamps that are listed in Scott at low prices, but are never available anywhere.
Found a dealer who just specializes in Argentina and we spend a good 2 hours talking Argentina stamps, and digging through his infinite ressources to fill about 80% of my needs. Yes he had the others, but prices were just too high for my budget as some items are indeed quite rare.
A general remark: no discounting on catalog prices, and the Argentina pricing is on average 40% above the
Latest Scott catalog prices (2019).
But who is complaining! These elusive stamps had me searching for the last 5 years, hitting one or 2 a year at the most! I scored a good 40-50 just on one go, picking the ones I wanted to buy, at the price quoted. Very friendly and knowledgable dealer...accessible via the internet.
Here is a view of one of the galleries on Maipu Street that has a concentration of stores.

re: Stamp collecting is alive and well in Buenos Aires
Glad to hear that since I have some ties to Buenos Aires. What I really want to comment on is the great point you make about the value of stamps that have been the object of a long, mostly fruitless search. That factor (the search) changes the equation dramatically when it comes to what you or I might be willing to pay. Under those circumstances, we don't treat catalogue value as we otherwise would. No regrets paying a premium.

Sounds like you are having a great time. We have discussed the departmentals many times and their elusiveness. Must be great to finally find them and get much closer to the goal of completion. I to would have no problem of buying all most of what I need at over full cat.
Since many of them, even cheaper ones, are hardly ever seen, it is most likely that Scott has undervalued them
He has the Scott/Argentian catalog correspondance table, so he will process your Scott cat # want list.
He will accept Paypal, so shipments will be protected should they get lost in the mail.
For large purchases you may get 10% off the Argentinian catalog prices, which again, for Mint, are often are 40 to 50% above Scott, although Used are generally more comparable in prices.
Feel free to use my name for reference, if you wish.
As a side remark, he really is your Argentina expert with impressively solid inventory of all issues, including some of the ratest specialty and very early ones. A good ressource to note, if you are interested in this country's stamps.
