It seems you may be thinking of the plate number as being a serial number of the stamps. It is, rather, an identification number of the printing plate used to produce that sheet of stamps. As Cactusjack said, one plate can be used for thousands of sheets.

AND..... modern panes often come with FOUR of the same plate number (typically a series of "1"s corresponding to the number of PMS colors used in production), which then means that contemporary panes really have mostly identical plate numbers distinguished solely by the prefix letter identifying the Printer who contracted for the pane (and not necessarily the printer who printed it).
In an earlier post, I had mentioned using PNs to ID WFs; modern printing techniques eliminate that option. Pity.
