I don't know about the proof edition, but during the 1980s, the World Wildlife Federation ran a subscription service selling wildlife related stamps in co-operation with a number of national stamp issuing entities. As a teenager/very early adult, I subscribed before I came to the realization that I really couldn't afford to continue doing so as a university student. (Either that, or I decided beer money was more important). What I used to receive was a set of mint stamps, a full set of FDC and a full set of FDC maxicards, along with an involved write-up about the species profiled. These were accompanied by a padded album.

I would suspect that the proofs were from a more expensive package. The dating is certainly contemporaneous to the sets that I received.
