This would appear to be Hungarian (clue; Budapest), and post WWI but before 1925 as the currency is denominated in koronas.

As for its use? Well this translation of the French text may suggest private issue:

Compagnie Europeenne d'assurance des marchandises et des bagages (societe anonyme).

European Goods and Luggage insurance company (anonymous company).

Probably receipt for 5 kurus offering 5000 kurus worth of cover ( to be attatched to policy document to validate it?)

Korona, I think, not Kurus (the latter is Turkish currency).

It is a receipt stamp for an extra baggage storage fee (and a good thing, too, that they printed it in French and German in addition to Hungarian and what I believe to be Serbo-Croatian).
