Would any of you Dutch collectors, have any idea, as to why such a small country with a population of around 450,000 issue so many semi postal stamps ???

It may have a great deal to do with postal tradition. The Netherlands has a history of issuing a high number of semi-postals for a variety of causes.

I think Darryl's explanation is right. All Dutch colonies have a large amount of semipostals. As to the need for the relatively small population: you can also wonder why Greenland, with a population of less than 60,000 needs so many stamps. Or all the small islands in the Atlantic and Pacific for that matter.
The answer is of course obvious: these stamps are there for us, the collectors, not for the people of these countries. Compared to some of the other stamp issuing countries, Surinam is a giant :-)
