and the bottom line is in Swedish:

Yep, Finnish it is... I did a search on Finnish National Library database with the inscription, and it came up with image of this seal (except with copy that appears to be of different print method - so likely there were several printings of this). Based on appearance & message of it I'd say it dates to mid 1960/early 70s.
