I suspect these are labels of some sort, but cannot find anywhere. On the left, loosely translated: "GOOD CONTRIBUTOR", and then "For his outstanding attitude in the payment of the fee of 25 cts. in year 1980 "Year of the II party congress".
on Lugo, I believe we're looking at Spain, not Cuba.

The Lugo stamp was in a box of Cuba stamps that I was going through and because it was in that box and had the word "Castro" at the bottom, just figured. Nice catch. Now for the other one.
