Apparently, stamp dealer Ken M. Robertson of Victoria, BC ran the service. A large collection of stamps was issued using multiple ink and paper colour combinations and used on transported mail and parcels, before the service was discontinued in 1991."
The stamps and labels were started in response to a postal strike, but I believe Robertson continued issuing them on an annual basis, regardless of whether there was a strike or not, to ferry mail between the US and Canada. It is the longest running of the modern local post services.
