Phil, I am far from being called a China specialist, but in my opinion, this piece appears to be a cut square from a postal stationary item. That is why you will not find it in the Scott catalogs, but if you could find a Peoples Republic of China postal stationary catalog, you will probably find the answer you are seeking.

I'm not a China specialist either, but I have collected Japan fairly seriously at times, and I read a little Japanese, so that can help a bit at times like this.

I'm reasonably confident that this is a stamp from East China, which is the 5L... series at the back of the PRC listings in Scott. I say this because, at the printing at the top (above the Mao portrait), the second character from the right is the Chinese character for East, and most of the rest of the characters in that line look like those in the 5L series. However, I don't have any actual stamps of that entity to compare to, so I could be wrong.

Even if it is East China, I don't think it's a postage stamp. Rather, based on the character at the far left on the bottom line, I think it's a revenue stamp. That character is used to describe Japanese revenue stamps, and I think it has a similar meaning here.

Hopefully someone will come along who *knows* the answer, rather than my trying to deduce the answer from my limited background in this area.

In the meantime, I hope this helps a little bit, for the time being.
