United States/Covers & Postmarks : USA Mystery Cancel on Hong Kong Block

I have been trying to figure out the smudgy USA reddish purple cancel in the center of this block of 8 Hong Kong stamps. I may never figure it out it because it is so bad, but does anybody have any guesses of what city, state or post office station this could possibly be?

With the assistance of a US based member of another forum, the nomination for worst applied postal backstamp is most likely:

WINSTED, CONN., WINCHESTER STA.

However, this was arrived at by a process of elimination based on just a few characters that were visible.

Winchester, Conn. is a town of 11,242 and Winsted, Conn., population 7,321, is part of the town of Winchester. A good possibility, Ningpo. It would be nice to find a readable cancel like my smudge cancel with this combination on it. I originally thought it might be in California or Connecticut.

I bought this block on EBAY back in June. It was listed as a Scott #155 block of 8 with a 2017 cat. value of 25 cents per stamp, $2.00 for the block of 8. Just by looking at the scan on EBAY, I thought it looked like the "Coarse Impressions" on "rough surface paper" variety. When I received it in the mail, I checked the perfs and sure enough, it was 14 and one half (across the top and bottom) by 14 making this a block of Scott #155a, 2017 cat value $6.00 per stamp and $48.00 for the block of 8. I was the only bidder at 99 cents plus a dollar shipping.
