The choices are
imperf
11x11
11x10
10x10
11x10.5
Scotts, like most catalogs, rounds off the perfs. Without the stamp in hand but given that the perfs are different on the top/bottom and sides, we can safely assume that the perfs are 11x10.5; making it a #632.

Do not spend time measuring Washington/Franklins. The dimensions that are referenced are simply averages and the majority of hobbyists are not going to be able to accurately measure the design dimensions on these stamps.
