Hi Wendy
A watermark is impressed into the paper when it is being made before the stamps are printed .If you hold your stamp up to a bright light, the design of the watermark should show through.
These are the first watermarks of the Commonwealth of Australia stamps

Hi Wendy, the Victoria stamp appears to be either Scott #194 (1901), or Scott #219 (1905). If it is #194 it will have a watermark of a Crown with a double lined "V" above crown. If it is #219 it will have a watermark of a Crown with a double lined "A" below crown.
I use a black plastic tray and watermark fluid to look for watermarks, but if you are lucky you can see it without the fluid.
Cheers!
