I don't know what this was intended for but it is neither a postage stamp nor is it a stationery cutout. It looks like a feeble attempt at reproducing a GB 1d red. It's just a crude forgery.
Another possibility is that it was created for a movie scene. A couple of stamp magazines have recently had articles on the topic.
