I'd like to avoid uploading a JPG file for a second time for a new thread. I want to reference that earlier uploaded JPG. How can I link to it in a new post? Or is that not possible?

You don't have to link to it. Just go to the post that contains your image; edit that post; highlight the image parameter referring to the image you want e.g.[image]/upload/99999999.jpg[/image]; copy it; then past it into your new post.
