Europe/Germany : Germany: Last day of use for registration label. Why?

I picked this up at a local stamp fair a couple of years ago, as I thought it rather odd. It is a photocopied letter sheet that has been folded into an envelope form. It appears to be a last day use of the registration label era (R-Zettel-Ara):

My questions are: Were all German registration labels discontinued after 12th July 1997? Or did it just apply to certain areas?

Was the German registration 'service' actually terminated? If so, what replaced it.

The registered service was not discontinued at all, but they used other labels afterwards. They were larger, self-adhesive, and had a barcode so that the processing could be automated.
