I do not know if this question was already submitted or no ? is there a method to relist the unsold items in a bulk instead one by one with option of "place on hold" or "activate",

Yes it has been asked before, but that's okay. The answer is "no". Bulk uploading of new auction lots is available, but not relisting. The idea behind it is to make sellers take a second look as to whether it is worth it to relist the item, check pricing (should it be lower than the automatic 20% reduction?), etc.
