Hi Bruce,
I have a couple of these (2 and 3 cent). I think they are not #807c but rather trimmed down #807a booklet stamp. Many of these booklet panes were not perfed well and produced wide margins; often including the plate numbers.

The true #807b, 807c, and 807d (imperfs) can only be certified as a pair.

I used to think they were counterfeits until I found the 3-4 of the 2c (which as far as I know were not counterfeited).
