I would separate them. As far as value goes, taking into account their "stocked-togetherness" and apparent poor condition, I'd say they have no market value at all. But as collectibles, sure, they'd have value for the collector interested in revenue stamps of the Third Reich.
Are they propaganda stamps? Only in the sense that the Nazi eagle and swastika are displayed, as one or the other is displayed on virtually all Nazi documents, stamps, labels, censor tapes and handstamps, etc. If such display is the criterion, then the the use of images of the bald eagle of the United States and Canada's maple leaf are also propagandistic.

I've no idea about the use of these in the German courts but court fee stamps have been used by many countries for many purposes.
For example, in Britain, "Judicature Fees" stamps were used for many years (from 1875 to the 1960s) when collecting many different fees.
The Barefoot "Great Britain Revenues" catalogue mentions the initial fees for "Proof of Debt" (2/6) and "Filing of an Affidavit" (5/-) as the two last fees that required use of a pre-paid stamp. I take this to mean that these stamps were not just recording payment, they were required for payment so I would guess that lawyers' clerks would purchase the appropriate stamps, using them when required.
The last set of these Judicature Fees stamps was issued in 1960 with 18 values from 1d to £5.00.
Many other GB revenue stamps have been used relating to law courts: "Common Law Courts", "Probate", "Matrimonial Cause" etc.

If they were mine, I'd soak them apart and mount one (assuming they are identical} of them to a page titled Revenue issue, that I have created for severaql countries when I came across similar revenue examples. A second one would be set aside for when I find someone with interest in Revenue Stamps.

Given their poor condition (no gum, stains, damaged perforation teeth), I'd be surprised to see them sell for any amount. However, nothing ventured, nothing gained. And I could be wrong.
As I said, nothing ventured, nothing gained. You ventured into the unknown and gained some knowledge that you didn't have before. So did the rest of us. If you stay with philately, you'll never stop venturing and never stop learning. Whether you can sell something on eBay or anywhere else simply doesn't matter if you approach stamp collecting as a student, not an investor.
I appreciate what you're saying, but I'm not a collector. Just someone trying to sort through my great-grandparents' things and decide what to keep/sell/donate.

The short answer is probably what they are worth.
If you put thm on eBay and there is a collector somewhere in the world looking for that kind of item he or she is more likely to find it listed and make a bid. If the bid is too high you will get more then its value, If the bid is too low a second interested party will join the fray and the bidding will rise to its value. The real question is how on earth will you find access to those two interested bidders otherwise?
