Europe/Great Britain : QE11 Regionals SG 31p ?

How can one tell the difference between Sg 31p #51ea type 11 and SG#76 from SG Concise 2014 cat; both could be on phosphorised paper.

Are you referring to the Welsh regional 31p?
If so the 51 is perf 14, the 76 is perf 15.

Just to complicate matters the 51 comes as both type 1 and 2, wheras the 76 only comes as type 2.

The exact same thing applies to the Scotland stamps as well. Perf 15 for the S76 type 2 and perf 14 for the S51 type 1 perf 14. Although this does come as type 2 it is rare as hens teeth and currently has a cat. value of 150 GB pounds. Both are on phosphorised paper.
