or

Scott # 399 from # 406

I think you have the wrong catalog numbers. 398 and 399 are image Type A65 (Frederick the Great), 403 and 406 are Type A64 (Hindenburg).

If you are meaning the difference between the two Hindenburg printings, Scott #401-414 are unwatermarked, while #415-431 are watermarked.
