The first issue of the newly-inaugurated RPSh (People's Republic of Albania), commemorating an 'International Women's Congress' (sic Stanley Gibbons). This might be the 10th Women's International League for Peace and Freedom Congress (if I have the right organisation) held in 1946 in Luxembourg.
It's an unusual choice for the first issue of the new communist state, and produced very crudely. This is the top value, but it's not a highly-priced set (7.50 euros on Delcampe) - I'm not sure why it would be worth making a counterfeit of it.
Varro E. Tyler includes this stamp in his book on forgeries. I had a chance to look it up.
The stamp in the image is indeed a forgery. The clue is in the stars in the top-left corner. There are five stars in the star field. The star directly above the bottom star is the key. In the genuine stamps, this star has four points, with the point on the right side longer than the other three. The counterfeit has this star with only three points. There is no point extending from the right side of the star, as seen in the stamp in the image.
This stamp comes both perf and imperf. Counterfeit perfed stamps are perf 11.
