They look a bit like Postal Tax stamps, but I am sure they are Revenue. (hope I am not wrong here!). From the 1920s.
Red crescent stamps have poor coverage in most catalogs, although Isfila has a good one.
Turkey issued a lot of revenue stamps, especially during the Ottoman Empire golden age. Unfortunately, I don't have the catalog (very expensive) and have given up on them. But Michael in Istambul has an interest, although I think he also does not have the catalog.

Perhaps ISFILA is going by an official issue date which may have actually been delayed, while the others are going by an actual release date (perhaps indicated by an earlirst known usage)? That could concievably be the case, as the next issue is shown to have been in 1927.
