Recently came across three envelopes with 1 cent washington stamps on them. They are from 1931 and 1936. The bottom stamp was postmarked in 1936, and canceled with the slogan, "THIRD WORLD POWER CONFERENCE, SEPTEMBER 7 - 12". What has me curious is that, in comparison to the other two above it, it looks magnified or almost like a rotary press stamp. The stamp is also off-center strike. Can anyone help me identify what I have?
