I don'T agree with Adam, there is the portrait of "ALBERT 1st" (1889-1922)of MONACO, so I beleve it could be a revenu stamp from Monaco, sorry for my aprox english....
there was also a king "Albert 1St" in begium in this era (1875-1934) so it could be anny of those french speeking contry
