The Honduran is a postal tax stamp. If you are using a Scott catalogue it will be at the end of the Honduras section, with an "RA" prefix on the catalogue number.

The note in the Scott catalogue for the Bulgarian stamp set states it was issued to aid war victims. That makes it sound like a semi-postal, or charity issue, but without a surcharge attached.

The use of the latin letter 'V' as it is used in the English language was pronounced at the letter 'U' is in the English. The Latin language heavily influenced the Spanish language. Sometimes Spanish-speaking countries use the letter 'V' in place of 'U' when they want a document, stamp or coin to look more official or old-fashioned.

The label says something like "For victims of war - 20th anniversary congress" which I take to be the 20th congress rather than the 20th anniversary given the dates.

It's a little odd that the set I found on Catawiki was described in German as 'Behinderte' (disabled persons) and in Dutch as 'Hulp voor oorlogsslachtoffers' (help for war victims). No mention of any anniversary.

The set relates to help for war wounded and was issued while Bulgaria was at war.
The top value shows Giovanna, Tsar Boris's wife, visiting the wounded. I don't know anything about the conference that is referred on the label attached to this stamp but it appears to relate to the same subject.
