The perforations on this block measure 11.2 and has block tagging. (Tagging appears slightly dirty). All this would make the block a Scott #1597. What I am wondering is why the red color bleed and over lap with the blue. Also viewing the back, the colors and image really show through. Is this simply a heaving inking or what?
My guess would be that it was over-inked. What you see on the back is probably offset from the ink being damp when the sheet was laid on top of another.
Agreed about the overinking. There may be another unexplained issue however-note that after the star field, into the stripes portion, there are 4 black dots on the top 2 stamps, but only 3 on the bottom 2 stamps. A puzzlement, no?
