Amber-Manila: Looks more like amber to me. In any case, it is the common die, not U305-U310. Looks like an envelope being used for business communication purposes, so manila or amber-manila is not probable.
"Please tell me this is Manila and its a U432a ?": This is not manila and this is not a U432A. If it gives you the impression it is manila-ish, then it's war paper. The U432A only comes in a small size (UPSS size 10).

For the Boyd's City Post local, most likely this is a reprint. The original was printed on either diagonally laid paper or on wove paper (Scott #20LU10 - 20LU11A). You will have to determine what type of paper you have.
The reprints of the laid paper are on vertical, horizontal and diagonal laid paper in white, fawn, and oriental buff paper.
The original diagonal laid paper is on white, amber, yellow and orange paper. Scott #20LU4 - 20LU7
If you think you have an original, you will need to get it expertized.
