That is the writer A.N.Tolstoy (1883-1945) on the January 1958 stamp, rather than the better-known Leo Tolstoy to whom he was related. The Tolstoys had several writers in their extended family; Alexei Nikolayevich wrote historical novels and sci-fi.
Your medals are from the typographed 1946 series - the Gold Star Hero of the Soviet Union (claret) and the Medal for the Defence of the Soviet Arctic (blue-green).
Your capitals are Riga (river embankment), Stalinabad (cranes in background), Frunze (the peaceful avenue), Alma Ata (the columnar building), Moscow (St Basil), Ashkabad (statue), Yerevan (panorama), Dushanbe (massive building - this one was issued 5 years later than the others) and Tblisi (building with hill behind). You have eight of the 15 in the main set - wonderful examples of engraving!
