re: Topical stamps from Malawi, Congo, Djbouti, and Burundi.
According to a note in Scott following Malawi Scott #751, it looks like many "stamps" from Malawi have been declared to be illegal by Malawi postal officials.
However, some similar looking stamps are legal. You will have to compare what you have with the catalog. Definitely the four you have in your post are not listed.

Also, in Malawi, and possibly other African countries, there is some kind of tax or fee on cashing in a receipt for pension funds.
I had a large lot of very nice stamps that were still attached to some kind of document.
I had, (and still have), enough to turn the corners over and assemble a completed document, although from different transactions. I soaked most of the stamps off and used them for trades but kept the four or five that when laid out properly indicated that those stamps were not postage stamps, but revenue usages.
