In 2002, Krause Publications (publisher of the Minkus catalogs and albums) was acquired by "F+W Media" of New York, NY. According to Wikipedia:
"In 2014, F+W Media acquired New Track Media, renamed itself F+W, and was acquired by the private equity company Tinicum."
So it would seem that all rights to Minkus products would now be owned by "F+W" of New York (Parent company: "Tinicum")

There was an article in the Minkus Journal I wanted to put in the articles section. The article shows rejected designs of the Apollo-Soyuz Test Project stamps issued jointly by the United States and Russia. Do I need to get permission to republish the article along with acknowledgement of original author?
It depends. If the author had to assign the copyright to the publisher upon publication, then all you'll need is permission of the new company that holds the rights. However, with articles published in magazines, many times the publisher gets temporary rights to the article, then it reverts back to the author. Just depends on the contract between the author and the publisher.
