i'm confused. is BCV a FDC cachet maker? or a place? can I see a pix or get more information. How does pictorial cancels and cachets relate in this case. Not arguing, I just want to know.

The covers all look the same, at least I have only ever seen the one cachet that they used for all issues. The Bourassa issue that you show is dated on the first day of issue of the stamp, so it's an FDC.

The issues are normally first day cancellations in connection with the stamp that is affixed. Roy were they legal mailing envelopes and have you seen any that went through the mail system?
"Usually first day covers have a pictorial cancellation....."
Only since 1974. The first pictorial cancellation was used by Canada Post on the "Indians of the Pacific Coast" issue of Feb. 22, 1974.
Prior to this, the "official Ottawa First Day cancellation" provided by the Philatelic Agency was the "First Day of Issue" slogan cancel with date slug. There was no identification of the stamp issue in those cancels. That was the case from 1949 to the issue "Indians of the Pacific Artifacts" of Jan 16, 1974:
Prior to the "Newfoundland joins Confederation issue" of April 1, 1949, there was no "official" first Day cancellation (I stand to be corrected on this statement -- that's the earliest issue I can find).

Black Creek Village has a post office. The examples shown are "hand back" covers. I am sure that they would have sent them out in the outgoing mail with an address if the collector had so desired. There is no "legality" involved. I can't say I have seen any such genuine use, but then I would not have noticed such a cover -- it would have stayed in one of my "junk boxes", as "generic cachets" (i.e. same cachet for all issues) are not terribly popular, and a hand written address would be a negative on a cover of this vintage -- two strikes and it stays in the junk box.
