I looked this one up in 1999 US specialized, but it only shows the Jefferson vignette and the
"United States" ribbon. The "postal card" banner and other decorations are all missing????
Looks like Apr 5 to me. Assuming the last digit of the year is a 0, That would make it 1890, or perhaps 1900. The third digit does not look like it could have been a 0 to me. Apr 5 1890 was a Saturday which seems likely as the message states they will send the millet on Monday (even though the card probably would not arrive until at least Monday itself).

Yes this is UX9. The cancel is from Wasioja Minnesota, a discontinued post office in Dodge County which operated from 1856 to 1911. It is listed in the La Posta catalog with a rarity factor of 4 ($15 TO $25). This makes the cancel much more valuable than a normal UX9.
