re: Help to identify the country...

I have never seen Somalia spelled as Soomaalyia, but it is the way it is pronounced!
Artistic license?
Thanks Roy...I was puzzled too...although the currency (Sh So) was a clue.

"Soomaaliya" is the Somali spelling for Somalia.

Is Somalia actually producing stamps? I thought the chaotic political situation there precluded the existence of any postal service. Update please?

I believe that the printer in Rome, which printed the "pre-strive" stamps, continued to design and print stamps through the 1990s and 2000's and market them to the worldwide collector community. For whose account, is questionable. Sometime in the 2000's, it seems that a government that lasted a while actually validated the 1990s and later stamps with the UPU via one of its ministers, but I doubt any of the stamps ever made it to Somalia. Would have been a good move on the part of the printer to "validate" their (presumed) warehouse of back issues!

I have no personal knowledge of the situation. This comes from gleaning various internet sources on the subject.
