My "deep scratch" reference was indeed a joke with IBM's "deep blue" the reference. I can't control the warped ideas that pop in my head from time to time. I just had to post it just in case it brightened someone's day as much as mine.
As for the post, sorry I don't really know if that is a plate flaw or some foreign material (e.g., hair, whatever) that caused the line you see (though wasn't sure you were really asking a question). I have a boat load of these stamps, I think, but don't recall seeing any exactly like that.
For this issue (Scott 565) the reliefs breaks (of which there are 4 varieties) occur where the ribbon meets the portrait oval and are manifested by (white) breaks in the blue oval frame line.

@USAFE7, HungaryForStamps post of 02/25 was merely an attempt at humor (which, I admit, passed me by as well), and was not meant as a serious comment to your post (and certainly not aimed at offending you). While off topic and inappropriately posted here, it was not directed at you, nor was it meant to detract from your research. Your comments and research are, as always, very thorough and of great interest.
@ all members, attempts at levity in a serious discussion (of which many of us are guilty, myself included) are not always appropriate. This is one of the reasons your moderators are presently making a concerted effort to keep messages on topic. We have a topic titled "Off Topic and Relaxation" where such comments not aimed at furthering serious discussion, or side trips into nostalgia, should be made.

USAFE7: well I guess I mean both. My understanding is that such a flaw would be constant and appear on each sheet in the same position. If a single sheet is cut up into say 4 panes that is shipped to post offices, then the stamp would appear on every 4th pane.
I know for Canadian stamps, when the variety is constant in the same position, they are very collectible and often listed in the catalogs.
