I don't see an overprint and I don't believe there was an issue of the 1r with an overprint (off hand and my USSR collection is only missing a handful of stamps and I don't recall ever seeing a 1r overprint). I think what you are calling the overprint - is the brown over the white, right?
As for the shift - it's obvious on the imperf stamp, but I don't see a significant shift on the perf stamp. (I'm assuming that the perf stamp is the one you are referring to?) - I agree with Michael regarding the shift - in fact - I personally would not consider the imperf shift to be that significant to be worth $1400.
Bear in mind this stamp had a long run and exist lithographed and typographed, imperf and perf (with several varieties of perforation), unwatermarked and watermarked.
I don't think this is the 1923 issue though, it looks like typographed (look at the cap and count the lines from the visor and you will see that the lines 5, 6 and 7 end with white space - on the lithographed issues, these lines are solid and come together, i.e. no white space) - so you need to checked to see if it is watermarked or not as well as the perforations.
This is just my opinion based on what I can see in the scans - I could be completely wrong. I have all the copies of these issues and you really have to examine them carefully.
If this is the typographed stamp - the only one that has a high cv is the 1925 unwatermarked perf 12.

Thanks for the help.
I obtained a world wide collection about a year ago and have spent countless hours researching them.
My greatest find so far is the 1902 Russia 5k,inverted background,vertically laid.
