Canada/Stamps : Nova Scotia #8 with misperfs - almost

I've posted this on another forum, but have received no responses. So I'll show it here too and compare notes.
I was looking over some Nova Scotias last night. I have what I think is a rather nice MNH #8. I noticed, looking at the back a row of bumps running top to bottom.
Don't think it is a stitch watermark. Any images I've seen of those show a row of lines. These are circles, and pretty well correspond to the perforations nearby.
Someone started running it through the perfing machine and changed their mind?

I would call it - Blind perforation - intended performations that are only lightly impressed by the perforating pins, often the product of a badly adjusted perforating machine or worn or missing pins or misaligned stamp sheets
