United States/BOB & Other : Reperfed Hawaii O2?

I acquired this 1896 Hawaiian Official a couple of months ago at an auction (the live kind) and just today got around to creating an album page for it. I noticed the dropped perforation on the bottom. On closer inspection I saw the bottom margin was crooked and it looks like the edge was cut (knife or scissors) rather than pulled apart. And the perfs look uneven as well.

Do you folks think it's reperfed? and if so why leave out the hole? This is a $19 stamp (2012 Scott's Specialized) so while not incredibly valuable, it's not a throw away piece either. It's got me scratching my head. If it is reperfed, you'd think they could have done a better job.

You can see the same, though not as pronounced, along the top of the stamp. Look under a magnifying glass of around 10x or higher. The paper on the perfs will fray over time. You should see about the amount of fraying along all the perfs. If the perfs are clean and relatively free of fraying, that is a red flag for reperfing, and on unused stamps, regumming.
