Good afternoon Zipper, I think it is just a plain old revenue stamp. Google returned some links and it all points to this. They were mainly used on medicine etc... in the US and would guess it would be the same in other countries as well.

Yes indeed, Zipper.....

Instead of wasting money to print revenue stamps, they simply overprinted regular postage stamps to press them into service as fiscal revenue items.


For the Cape of Good Hope,

The values 1/2 p green and 1 p red exist with overprint 'CIGARETTE DUTY', this overprint exists in two sizes and was used for fiscal purposes. On the 1/2 p the overprint is in red colour. Other fiscal overprints are: 'CUSTOMS DUTY' on 1 p, 2 p, 3 p (overprint in red), 6 p and 1 Sh, as well as your example of 'PATENT AND PROPRIETARY' on 1 p red.

So, now you can begin your journey into the wonderful world of fiscal, tax and revenue stamps of the world.

Thanks, Terry, but I'm just going to hinge it on the space for it in my album as if it had no overprint. If someone needs it for their revenue collection, I'll trade it straight up for a regular copy.
