In general, you can't tell the difference if they are used (there is an occasional exception).
However if they are unused, the difference is obvious. The regular stamps will be from booklets and the backing paper will not be trimmed to the "perforations", whereas the die cut stamps from quarterly packs will have the backing paper completely trimmed by the "die cut".

thanks, Roy! Actually, I think I have a Canada-semi-postal like that. couldn't figure out how to get the backing off. will find it put a pic up here.

They are a pain to use. When I use them for postage I use an Xacto knife to get between the stamp and the backing paper. Even then, some of them are too tough and I give up and use a glue stick on the backing paper to stick them to the envelope.
However, they are the neatest way of collecting single mint stamps.
