This 30 centimes French military (?) postage due stamp is baffling me to no end. I'm assuming French military because of the F and M in the upper corner blocks. The inscriptions on the side appear in Arabic so I'm thinking North Africa? I have looked everywhere in Scott but no luck. Does anyone know what this is? Thank you!!

Maury (African colonies, 2014-15) does not show a picture but does give the YT numbers so I could find its listing.
It is postage due for the local route from Fez to Meknes. The stamps were printed in 1897. It is valued at 13 euros. Maury values tend to be on the high side.
