In general Scott doesn't list stamps cut from postal stationery (or complete postal stationery items either).
The envelope will be listed somewhere in the old Higgins & Gage catalogue or in a Russian catalogue.
The stamp design looks the same as that of a blue Russian stamp issued in 1948 showing Yak-9 fighters so I expect the envelope was issued around the same time.
The envelope appears to have been postmarked in Pushkari in Udmurtia at some time in 1959.
Yes I see the stamp from 1949 #1160 "Planes and Flag". The envelope also had several other stamps on it including # 734 from 1939-43 and # 1410 from 1949.
