United States/BOB & Other : 1952 Postcard, Scott UX41a - Reprinted?

I have a UX41a, unused. My 2012 Scott Specialized gives a value of $85.00, but for preprinted gives a value of $45.00.

What does the "preprinted" mean?

I intend to sell this and want to be able to accurately describe and price it.
