is what looks like a O70 State Department Official stamp.
Look like a find, but am I missing something here?
It has no gum and no cancellation as I can see, except
a few black perfs. It also has a hair like line going
from center frame to mid left perf. Let me know what you

Space fillers like with newspaper stamps. Very limited quantities available to where most people will never own a genuine example.
