I found a cool blog, and left a comment for the author, who knows airmail labels. His response-

"Hi, thanks for visiting my blog! The label on a cover is from Sudan see here: http://myairmaillabels.blogspot.ie/search/label/Sudan,http://myairmaillabels.blogspot.ie/search/label/Sudan

So most likely the cover it self is also from Sudan. Hope so that will help."

Hi Ningpo;

I don't collect covers, but have admit that one is cool. I love the look of calligraphy style of
writing, especially Arabic. It reminds me of the writings of the Coptic Christians, and the
markings on the Rosetta stone, and Egyptian Hieroglyphics.

Just Chillin'....

This must be the first Sudan cover I've bought.

@Tuskenraider,

I too was attracted to the rather 'mysterious' look of this. I think this cost me 50 pence.

Which is a good example of supply following demand.
I'm willing to bet that while airmail labels may be interesting to study, comparatively, there aren't enough who actively seek them to fill a virtual cruise ship lifeboat.
Thus countries and printers have little need to produce issue after issue, and what are produced are 99% for actual usage, or to be explicit, "No Golden Egg Laying Goose ".

That situation would increase the collecting interest for me, but I sent a bag of them that I had to someone who wanted them.
